Research on the Pathways for Power Sector Transition in Shandong under the Carbon Peaking and Carbon Neutrality Goals

The report analyzes the status quo of Shandong’s power sector, the difficulties and challenges it will face in the future, and relevant plans and guarantees to address these challenges. The report sets up two scenarios – business-as-usual and clean energy – to simulate and analyze pathways for Shandong's power sector transition under the carbon peaking and carbon neutrality goals. The report finds that the current development path is sufficient for Shandong to reach carbon peaking with the fast development of local wind power, photovoltaic and nuclear power, together with electricity imports from other provinces. The report also recommends that to meet the medium and long-term pathway for closing outdated coal capacity, Shandong’s coal power installed capacity should not surpass 108 GW. To reach carbon neutrality, the report recommends Shandong to adopt the accelerated non-fossil development pathway under the clean energy scenario, so that carbon dioxide emissions can be reduced to 50 million tones by 2060, which gives the province a greater chance to achieve carbon neutrality.
