This report focuses on the impact of key elements in the upstream and downstream of the coal power industry chain, discusses the positioning and pathway of transition and development of Shanxi’s coal power industry under the context of carbon neutrality. The report finds that under the strong constraint of carbon neutrality, the carbon emissions of Shanxi’s coal power industry need to strive to achieve carbon peak before 2030. After 2030, the development of new energy will speed up the process of positioning changing of coal power in Shanxi and the reasonable withdrawal of coal power. The report recommends that Shanxi Province’s coal power industry should strictly control the capacity, implement the “Three-Renovation”(energy-saving renovation, flexibility renovations and heating renovations), and improve market mechanisms.
