Changning District of Shanghai Passed Chinese First Benchmarking Regulation for Commercial and Public Buildings

The Changning District of Shanghai approved the Commercial and Public Buildings Energy Performance Benchmarking Regulation on April 16th, requiring large commercial and public buildings to be benchmarked amongst their peers with regard to energy performance. Starting from 2019, large buildings covered by the regulation will be assessed and ranked by a third-party local entity on a yearly basis with results sent to building owners. The program will fundamentally contribute to the transparency in energy consumption in the building sector and thus drive greater energy efficiency in buildings’ operations. NRDC has been collaborating with the district of Changning to promote the adoption of building energy performance benchmarking in China. In the past fiscal year, we have coordinated two trips for U.S. expert to provide on-site consultations to Changning on regulation development. We will be enhancing our technical support of Changning during the policy implementation going forward.
