Port and shipping emissions are a major source of air pollution in China. NRDC’s report successfully raised public awareness on this issue, and it has been working with partners to achieve steep emission reductions from ports and shipping. At the end of 2015, China released a pathbreaking Implementation Plan for Domestic Emission Control Areas (DECAs) the first in the developing world - which lays out a timeline to require ships at major mainland Chinese ports to switch to lower sulfur fuel. In January 2019, China expanded its DECA from three port regions to the entire coast of China. We will continue to advocate for China to move faster and further on controlling emissions from ports and shipping and promote effective implementation and enforcement of existing DECA regulations.
