Helps to Enforce China’s New Domestic Emission Control Areas Regulation

Shanghai became the first city to implement China's Domestic Emission Control Area (DECA) regulations on April 1, 2016, by requiring all ships to switch to low sulfur fuel while at berth. NRDC organized a workshop on April 11 to introduce best practices for regulatory enforcement in the US and EU. The Shanghai Maritime Safety Administration reported that they caught the first vessel violating DECA regulation on April 27, using just the method the experts introduced during the mock on-board inspection, which was a part of NRDC's workshop. NRDC also co-organized another similar workshop on DECA regulation enforcement in Beijing. Over 80 officials from national and local government agencies participated in the two workshops and were actively engaged. We received sincere appreciation from Chinese experts, who said the participants had many useful takeaways from the workshops.
