Facilitating Incremental Distribution Network Reform with Local Experiences

China’s electricity distribution network reform continues to stir up debate with over 400 pilots serving as the battleground for testing out energy innovations and new utility business models. To enhance understanding and promote dialogue among stakeholders, NRDC and the China Energy Research Society (CERS) convened our second China Power Sector Roundtable on this topic this year on July 6-7. In particular, NRDC invited representatives from local pilots in Guizhou Province and Inner Mongolia to share their progress and challenges in implementing incremental distribution network pilots. The high-level roundtable members then explored potential solutions and broader implications for China’s aspirations of a competitive power sector characterized by transparency and innovation. CERS will publish a set of policy recommendations based on the consensus reached in the meeting for sharing with national policymakers.
